But the on page factors are not nearly as important as the off page factors.

It is important however, that you don't have all the anchor text the same - mix it up a bit with variations of the keyword phrase so it looks natural. Certainly, it is better to get links from good quality pages that are on the topic of your page, but even links from general pages will help.
In order to improve search engine ranking, you need to get links and plenty of them. That is the single most important thing, even above the "article" that you have on your page. All other things being equal, getting more links than the competing pages in the top 10 search engine results will earn you a spot on that first page in most cases.
